I don't know what the original message was but mouthwash alone will not get rid of plaque that holds germs within the mouth. An alcohol free mouthwash with chlorhexidine or similar can penetrate the plaque and thereby reduce bacterial content.Dysphagic patients often can't swich and spit so that a hand held spray of the above solution is necessary.

As soon as a pt can do so safely, I like them to swish and spit with mouthwash. Otherwise, I encourage the staff to wipe out the oral cavity with mouthwash.
