I am in CA. I was not in any way involved in writing the regulations, but
did get updates via CSHA (state org). My sense of it was that the
profession in our state perceived a threat. I think the profession wanted
to keep dysphagia strictly within our realm, but when the OT board was very
clear that they planned to include dysphagia within the OT scope of
practice, the SLP board decided to make the best of the situation. That was
my take on it.
