[Dysphagia] bilateral congestion

A patient in the nursing home where I work  began to show bilateral
chest congestion(generally thought to be inconsistent with aspiration). 
A chest x-ray concluded lungs are clear.  

Are reports of bilateral congestion also inconsistent with a report of
clear lungs?  If not, what does the chest x-ray report mean?
