IS the problem that she won't use the spoon or won't put it in her mouth?

Any ideas on how to get a 2 plus year old to eat with utensils...we've been
doing the finger foods but can't get the transition...(she's dev delayed so
just may have to wait until age appropriate huh??) Thanks....C
